This report was drafted in the context of the AGIS framework project. EMCDDA has been observer of the TOPIC project, one of the project carried out with the support of the AGIS framework programme.

AGIS 2003 to 2007 (Council decision 2002/630/JHA, OJ L 203, 1.8.2002, p. 5) was a framework programme to help police, the judiciary and professionals from the EU member states and candidate countries co-operate in criminal matters and in the fight against crime.The TOPIC project had the aim of improving the interaction of law enforcement and social services at the moment of police arrest police of an offender drug user.  In the framework of the this project a seminar was held in London the 29 and 30 November 2004.
